§ Dr. ADDISONThe subject referred to in the question has been having my careful consideration, and I am hoping before long to be able to take some practical steps in regard to it. But I am not to-day in a position to state the nature of those steps nor the date. I may assure the hon. Member that I appreciate the importance of the subject, but I must have regard also to numerous other matters of a more pressing character.
