§ Sir A. GEDDESThe answer to the first part of the question is in the affirmative; to the second in the negative. Clearly in some districts such action is unnecessary, but if my right hon. Friend 596 has any special cases in mind where action could be taken with advantage but has not, I shall be grateful if he will let me have particulars.
