Mr. BILLING

Having regard to the fact that the Debate this afternoon is to range over the whole foreign policy of the Government, is it suggested that the Russian question should be taken first, or can any point be raised?

Mr. SPEAKER

It is not possible for me to control that. My duty is limited to calling on hon. and right hon. Gentlemen to address the House, and I have no control over the topics over which they may range.

Mr. BILLING

Having regard to the desirability of the Prime Minister and the Under-Secretary of State for Foreign Affairs being here during the Russian Debate, will the Leader of the House appeal to hon. Members to limit their remarks to Russia until that subject is disposed of?

Mr. BONAR LAW

I have absolutely no power, but in spite of what Mr. Speaker has said I have noticed in the past that occasionally hon. Members will confine themselves to one aspect in a Debate, and I shall be glad if that will continue.

Mr. CLYNES

May I ask the Leader of the House what business will be taken on Friday?

Mr. BONAR LAW

We propose to have a discussion on the Housing question.
