May I ask you, Mr. Speaker, a question upon the procedure of this House: Whether it is in accordance with the customs of this House that in Standing Committees, and in other Committees where the public are admitted, or where witnesses are examined, Members should smoke?

Mr. SPEAKER

I believe that the rule which has hitherto obtained has been that, where the public has been admitted to any Committee, the Members do not smoke. Where the Committee is sitting in private, of course, then they decide for themselves as to whether they shall smoke or not.
