asked the Chancellor of the Exchequer whether he proposes making any provision in the Finance Bill to enable the Commissioners of Inland Revenue to delay the collection of Excess Profits Duty in the case of firms whose excess profits have, in consequence of instructions received from the Ministry of Munitions, been entirely devoted to extensions, and who are accordingly unable to pay at present; and, if so, whether such provisions will cover such cases as that of Messrs. Russell Brothers, of Redditch?
