asked the Chancellor of the Exchequer if, in dealing with Imperial Preference, he will consider the advisability of imposing the full tax upon import, then to estimate the amount of rebate and pay it over periodically to the Government of the Colony concerned, so that it may be devoted to purposes benefiting the whole of the people of that Colony, seeing that in this way the people of this country would see the cost of the preference and those of the Colony would appreciate what was being done for it?
