Horne)The proposals contained in the question falls within the terms of reference to the Provisional Joint Industrial Committee appointed at the recent Industrial Conference to advise the Government with regard to measures for preventing unemployment. I anticipate that the 385 Report of the Committee will be in my hands before long, and I feel that I should await their Report before expressing an opinion upon the proposal of my right hon. Friend. The Ministry of Labour itself already takes action for the purpose stated.
