asked whether, considering that the Rowlatt Committee reported that the preventive measures for dealing with future emergencies must be ready for use at short notice and must therefore be on the Statute Book in advance, that to postpone legislation till the danger is instant is to risk a recurrence of the history of the years 1906–17, and that the Government of India, in proposing to limit this legislation to a duration of three years, will throw an unfair burden on their successors in office owing to the violent agitation that will certainly arise against the renewal of the legislation at the end of the three years, he will suggest to the Government of India the advisability of reconsidering their proposal?
