asked the First Lord of the Admiralty whether the Navy Estimates now before the House include the prospective increase of pay to the ratings in the Royal Navy as foreshadowed by the Jerram Committee?

Dr. MACNAMARA

The Estimates before the House are merely a provisional sketch indicating, for the information of the House, and not to be voted upon, the probable course of naval expenditure in 1919–1920, so far as can be foreseen in the circumstances at the moment. We are asking for a 60,000,000 Vote on Account of all the Money Votes hereafter to be submitted to the House. Any increase in rates of pay which may be adopted before the detailed Estimates are submitted later in the Session can, of course, be met out of that Vote.
