asked the First Lord of the Admiralty whether he is aware that President Wilson has now expressed dissent from the proposal to sink the German fleet; whether the recent Admiralty pronouncement on the subject was issued with the authority and approval of the Prime Minister as the chief British representative at the Peace Conference?

Dr. MACNAMARA

I am advised that the answer to the first part of the question is in the negative. As regards the last part, Lord Lytton's speech in another place was not previously submitted to the Prime Minister, but there is no reason to suppose it had not his approval.
