asked the Lord Privy Seal whether it is proposed to resume the practice which was established before the War of setting up an Estimates Committee?

As I have already stated, it is intended without delay to set up the Select Committee on Expenditure, but I am doubtful as to the usefulness of the Committee suggested in the question, and will consult the Chancellor of the Exchequer, who is at present in Paris, in regard to it.
