45. Mr. PERRING

asked the Prime Minister if he will promise that the duly-constituted organisations of Civil servants shall be consulted before any scheme for reconstruction of the Civil Service is put into force?

Mr. BALDWIN

I am not aware that any measures of reconstruction have been adopted beyond those recommended in the Reports of Lord Gladstone's Committee on the Recruitment of the Civil Service after the War. It was necessary to give effect to these particular measures, and I do not think that their adoption will prejudice the objects which the institution of Whitley Councils are destined to secure.

Before any definite arrangements are made affecting Civil servants will those concerned be afforded an opportunity of stating their case clearly to the Government?

Mr. BALDWIN

I take it that their various organisations have been formed for that purpose.
