asked the Parliamentary Secretary to the Shipping Controller if, in view of the fact that the United States of America handed over to Britain the German ships interned in South American waters some eight weeks ago, and in view of the shortage of tonnage and desirability of acquiring more, he can say what is the cause of delay in transferring these ships from German to British management, so that steps may be taken to repair and refit this 400,000 tons of shipping for the use of trade?
