§ Mr. BALDWIN (Joint Financial Secretary to the Treasury)The arrangements to be made for setting up the clearing office provided for by the Treaty of Peace for the settlement of debts between this country and Germany are now being proceeded with, and the possibility of acting upon the suggestion made in the question will, no doubt, be carefully considered by that institution.
