The council of every burgh, the population of which exceeds twenty thousand, and any other local authority if required by the Board, shall, within three years after the first day of January, nineteen hundred and twenty-three, prepare and submit to the Board a town-planning scheme in accordance with provisions to be determined by the Board with reference to any land within the area of the local authority.

I beg to move, at the end, to insert the words in regard to which a town-planning scheme may be made under the Housing, Town Planning, etc., Act, 1909. This Clause requires certain local authorities within a certain period to prepare town-planning schemes, with reference to any land within the area of the local authority. Section 54 and the other provisions of the Act of 1909 limit the land which may be town-planned to land which is in course of development, or which appears to be likely to be used for building purposes. It is not intended that local authorities should be required to town- plan land which is not of that character, and these words are proposed to be added to the Clause to make that clear.
