§ Mr. PEMBERTON BILLINGIn case of the Government doing this, will they make the payment retrospective, to make up for their delay?
§ Sir J. CRAIGI do not think there has been any undue delay. It is a very difficult matter to settle. It is a matter of policy, and my right hon. Friend will be in the House later.
