I beg to move as a new Standing Order:— If a Motion to recommit a Bill be opposed, Mr. Speaker shall permit a brief explanatory statement of the reasons for such recommittal from the Member who moves and from a Member who opposes any such Motion respectively, and shall without farther debate put the Question thereon.

Resolved, That this Order be a Standing Order of the House.
