Mr. HARMSWORTHAs has already been announced in the Press, His Majesty's Legation at Brussels was raised to the rank of an Embassy on 25th July. As the visit of President Poincaré took place before that date, it is to be presumed that the United States and French Ambassadors took precedence of Sir Francis Villiers on that occasion.
