asked the President of the Board of Trade whether the cheap railway facilities granted to cadets can be extended to members of boys' brigades; and if he is aware that if this is not arranged at an early date it will deprive about 3,000 boys in Manchester alone of their Whit-week holiday in seaside camps?

Mr. BRIDGEMAN

This matter has already been under consideration, but owing to the present position of the railways, it is, I fear, improbable that it will be found practicable to grant the cheap facilities referred to this year.

Mr. HAILWOOD

Does the hon. Gentleman not consider that it is introducing a form of duress in regard to these boys seeing that cadets already have these facilities because they are associated with the War Office and boys' brigades are not?

Mr. BRIDGEMAN

It is a question of necessity.
