The PARLIAMENTARY SECRETARY to the BOARD OF EDUCATION (Mr. Herbert Lewis)The Board have not yet received any proposals from local education authorities for their approval of arrangements under the Section referred to. The absence of proposals is no doubt partly attributable to the financial restrictions imposed during the War on the raising of loans by local authorities, and partly to the great pressure of work 1378 and the depletion of staff by which local education authorities have been embarrassed.
