asked the President of the Board of Education whether his attention has been directed to Section 5 (b) of the Fifth Schedule of the Education (Scotland) Act, 1918, under which the Department may sanction travelling expenses necessarily incurred in attending meetings of an education committee thereof or meetings of a local advisory council, and an allowance at uniform rates to be prescribed by the Department in respect of other personal expenses necessarily incurred and time necessarily lost from ordinary employment in attending such meetings; and whether, in view of the considerable charge now imposed upon members of education committees in county areas who efficiently perform their duties, he proposes to take any steps to secure that similar provision shall be available to facilitate educational administration in England and Wales?

My right hon. Friend is aware of the provisions of the Education (Scotland) Act, 1918, to which the hon. Baronet refers. He does not think, however, that members of education committees in England and Wales can be treated in this matter differently from members of other committees of local authorities.
