9. Mr. LUNDON

asked the Chief Secretary for Ireland whether he is aware that in numerous cases throughout Ireland local authorities have been forced to bring labourers who got seed potatoes last year to the County Court in order to compel them to pay; whether these proceedings could be avoided by allowing three instalments to be made of the loan payable in three years; and whether he will take steps to arrange for an instalment system?

My right hon. Friend is aware that prosecutions in certain cases have taken place, but he sees no necessity for making any alterations in the conditions on which these loans are granted.
