§ Mr. BONAR LAWThe subject is under consideration, and a Bill is in course of being drafted, but it has not yet been considered by the Cabinet, so that I am not in a position at present to make a definite statement about it.
§ Mr. ROWLANDSWhen does the right hon. Gentleman think he will be able to answer this question; and is it not a fact that he has received a large amount of correspondence pointing out the difficulties?
