asked the Under-Secretary of State for War whether, in view of the uncertainty existing on the point, he could state whether those units of the Territorial Force of approximately ten years' standing ranked senior to the units of the New Army raised during the War and serving under temporary commissions and attestations for the period of the War only, though now embodied with and described as the Regular Forces of the Crown?

New Army units are treated as Regulars, but I would point out that seniority in commissioned or non-commissioned rank depends primarily on the date of appointment or promotion.
