§ 4. Sir R. NEWMANasked the Under-secretary of State for War, whether, in view of the fact that no recognition has yet been granted to those officers, non-commissioned officers, and men who were serving in the Territorial Force at the out-break of war and who then undertook or had previously undertaken the imperial service obligation, thereby enabling the State to utilise their services outside the United Kingdom, he will reconsider the desirability of their being awarded some special distinction, especially in view of the fact that these officers, non-commissioned officers, and men are entitled to special recognition as, though not called upon, they were ready and willing to join that portion of His Majesty's forces, Regular and Territorial, which served in France and Belgium prior to the 22nd November, 1914, thus becoming eligible for the award of the 1914 star?
§ Mr. MACPHERSONIt has been decided that members of the Territorial Force who were embodied under Army Order 281 of 1914 and who either before or after the date of embodiment, signed an agreement to serve outside the United Kingdom, shall be allowed to count embodied service two-fold as qualifying 1901 service for the Territorial Officers' Decoration and the Territorial Force Efficiency Medal. The necessary directions in the case of the Efficiency Medal have already been issued and the necessary amendments to the Royal Warrant governing the Territorial Officers' Decoration are now in preparation.
