asked the Secretary of State for Foreign Affairs whether Mr. Nabokoff has the privilege of communicating in cypher by telegraph with any persons in Russia or elsewhere; and whether Mr. Nabokoff's letters and telegrams to persons abroad have diplomatic immunity from censorship?

The answer to the first part of the question is in the affirmative. No, special arrangements have been made with regard to Monsieur Nabokoff's postal correspondence.
