The Board shall have power to grant, revoke, or suspend licences for the purposes of any Regulation under the Commons Act, 1908, or any other Act which regulates the conditions under which stallions may be upon any common or in the New Forest, and the provisions of this Act shall apply in respect of the grant of such licences and the licences so granted in like manner as they apply in respect of the grant of licences for the purposes of this Act, and of licences granted for those purposes.

I beg to move to leave out the words "The Board shall have power to grant, revoke, or suspend licences for the purposes of," and to insert instead thereof the word "Where."

This, and the following Amendments, are purely drafting Amendments, intended to remove a misconception which I think the House generally entertained as to the purpose of the original Section. It makes it quite clear that the power of the Board to act in the way of granting licences, or suspending or revoking licences, in the case of stallions on commons entirely depends upon the commoners themselves in the first instance passing Regulations accepting the right of the Board to grant, suspend, or revoke licences.

Leave out the words "which regulates," and insert instead thereof the words "includes amongst."

After the word "Forest," insert the words "a requirement that they shall be licensed by the Board, the Board shall have power to grant licences for the purpose."

After the word "grant" ["shall apply in respect of the grant of such licences "], insert the words "revocation and suspension."
