§ Lord R. CECILThe answer to the first part of the question is in the affirmative. We were semi-officially informed that the reason for the expulsion was that Mr. Dell had published reports of what took place in a confidential committee. Let me add that this is a matter which, according to accepted practice, is entirely within the discretion of the French Government.
