CAVEThe number of prosecutions in the Metropolitan Police District since the 1st January last for cruelty to horses is 1,258; but, owing to the depletion of staffs, it is not possible to ascertain how many of these cases have arisen from overloading, overworking, or underfeeding. I have no information as to the number of prosecutions in the provinces.
