§ Sir G. CAVEI understand that in February last the Commissary of Public Affairs in Russia announced by wireless that M. Litvinoff had been instructed to ask His Majesty's Government what steps they intended to take as to the convention in question, and that inquiries were made by M. Litvinoff, and were answered. It is obvious that this message and inquiry did not amount to a denunciation of the convention, even if such a denunciation were possible. The wireless message did not appear in the British Press, but no orders were given by the War Office to prevent its publication.
