Mr. PENNEFATHER

asked the Prime Minister whether it is not the fact that the Minister of Education, in moving a Motion in regard to proportional representation to-day, will speak as one who expresses his personal views on the subject which are not necessarily shared by other members of the Government; and whether this fact, coupled with the fact that the Government Whips will be withdrawn, will not leave every Member of this House, including members of the Government itself, perfectly free to record their personal opinions?
