Before the Bill is read the third time we ought to have a statement from the President of the Board of Trade as to who is going to be appointed, and when will the appointment under this Bill be made. Generally, can the right hon. Gentleman give us a statement as to what is intended to be done when the Bill becomes law?

A statement in respect to this Bill was made quite recently on Second Reading, and there is nothing that I can add now. The person we propose to appoint to this post is my right hon. Friend the Member for East Birmingham (Sir Arthur Steel-Maitland) The Bill has been thoroughly explained.
