§ The SECRETARY Of STATE for FOREIGN AFFAIRS (Mr. Balfour)I understand that a peace has been provisionally concluded, but has not yet been ratified. His Majesty's Government were informed of the enemy's terms before they were accepted. As regards the last part of the question, His Majesty's Government have the deepest sympathy with Roumania in the cruel position in which she has been placed, and it will certainly be our duty and our endeavour to obtain at the eventual Peace Conference a revision of the harsh terms which have been imposed.
