13. Mr. DAVID MASON

asked the Secretary of State for Foreign Affairs whether, in view of Count Hertling's statement that we should be much nearer peace if proper responsible representatives of the belligerent Powers would meet in conclave for a discussion, His Majesty's Government will take steps to bring about such a conclave?

Mr. BALFOUR

I have nothing to add to the observations which I made on this subject last Wednesday.

Mr. MASON

Does not the right hon. Gentleman think that if such a conference were arranged it would lead to the common ground of agreement which he desires?

Mr. BALFOUR

I have dealt with that point.
