asked the Minister of Munitions if he is aware that the men and women organised workers of this country have entered a protest on more than one occasion against the length of delay in the issuing of the Consolidated Order which has been in hand since the 1st June, 1917; and if he can state when it is the intention of his Department to have the Order in question issued?

A preparation of this Order has required the fullest consultation with all interested parties and this has necessarily taken a considerable time. A final draft has now been prepared and the Order will be issued as soon as it has been agreed by other Government Departments concerned.
