asked the Prime Minister whether he will consider the desirability of taking the opportunity while the Imperial Conference is sitting to disentangle the Government of the Empire from that of the Motherland, to Imperialise and democratise the Foreign Office so that it may become a true Imperial Department of external affairs, and to create Imperial Departments of commerce and internal affairs, charged with the duty of negotiating with the autonomous States of the Imperial Commonwealth agreements in regard to questions which affect the Empire as a whole?
