57. General McCALMONT

asked the President of the Board of Trade whether he now has power to insist upon the issue of lifebelts to all passengers in cross-Channel steamers; and, if not, whether he will take steps to obtain the necessary power?

Mr. WARDLE

The issue of Lifebelts to passengers, though not at present specifically required by Regulation, is being secured in the case of the cross-Channel steamers by arrangement with the companies. The matter is being watched, and further powers will be taken if this should prove to be necessary.

Is the hon. Gentleman aware that there are captains who do not enforce these Regulations as well as others?

If the hon. and gallant Gentleman will give me any particulars, I will inquire into them.
