§ Mr. BONAR LAWThe whole question of the settlement of ex-soldiers and sailors on the land including the very difficult financial problems involved is receiving very careful consideration, but I am not yet in a position to commit myself to the early resumption of State loans to county councils (which as my hon. Friend is aware have had to be suspended by reason of war exigencies) for the purposes of such settlement.
