asked the Minister of National Service what powers are proposed to be given to war agricultural committees to issue a voucher or certificate exempting a man from liability for service with the Colours; and whether a man to whom such certificate or voucher shall be issued will, unless the committee issuing it otherwise direct, be liable, on being so required, to join the Volunteer Force?

Powers have been given to county agricultural executive committees to issue vouchers to men engaged in agriculture or allied occupations protecting them from military service. With regard to the second part of the question, committees have no authority to attach to the issue of a voucher a condition as to service in the Volunteer Force, vouchers being issued only to men whose whole time is required for work on the land.
