4. Mr. KING

asked the Secretary of State for Foreign Affairs whether he can state the nature, source, authority, and conditions of the Russian request for assistance which has led up to Allied armed forces now co-operating on the Murman coast; and what Powers have contributed to the forces now in that field of war?

Lord R. CECIL

The answer to both parts of the question is in the negative.

Mr. KING

Can some public statement be made before long, on some Vote of Credit, in view of the fact that we have developed now a new front, and that no information whatever has been given to the public officially?

Lord R. CECIL

I do not think there is any anxiety about it.

Mr. KING

That is not quite the point. Is it usual for the Allies to develop a new front, and a new campaign, with obviously new intentions, without any public announcement or information being given?

Lord R. CECIL

It is a matter which must be determined by military considerations.

Mr. KING

Are there no political considerations?
