§ Mr. DUKEThe memorial referred to has been received. Civil bill officers arc appointed by County Court judges under the provisions of Section 15 of the Act 14 and 15 Vic., cap. 57, and their salaries are regulated by Section 17 of the Act. They 1715 also receive certain fees in addition to their salaries under Section 18. They are not whole-time officials and do not come within the classes of officers to whom war bonuses are payable.
