asked what arrangement has been arrived at respecting the ten hours' detention of animals at Birkenhead; and whether, in view of the fact that such detention frequently causes loss of weight, deterioration of quality, and expense, also that Ireland has a clean bill of animal health, he will remove or reduce the period of detention?

Sir R. WINFREY

No new circumstances have arisen since the answer given to the hon. Member's question on 31st January last, which in the opinion of the Board demand any alteration in the general regulations imposing a detention of ten hours upon animals landing from Ireland. Discretion has, however, been given to the inspector in charge at the port to relax those regulations to meet any exceptional difficulties.

Am I to understand that in this matter there will be a certain amount of elasticity allowed to the inspector in regard to the Regulations?

I am afraid that I must have notice of that question.
