§ 36. Major NEWMANasked the President of the Board of Trade whether his attention has been called to the fact that the backs of old posters can in some cases be used for the printing of new posters; and whether, with a view to encouraging this practice in preference to the use of new paper, the Paper Commission will issue a general licence under Clause 22 of the Paper Restrictions (Posters and Circulars) Order, 1918, authorising the printing of new posters without limit of size upon the backs of old posters?
Sir A. STANLEYThe Commission are considering at the present time the desirability of the authorisation suggested by the question.
§ 37. Major NEWMANasked the President of the Board of Trade whether his attention has been called to circulars issued and articles printed by certain newspapers in which advertisers are urged, now that catalogues and booklets cannot be used, to substitute Press advertising; if such attempts on the part of newspaper proprietors to utilise the Paper Restriction Order to increase their profits is in conformity with the policy of the Royal Commission on Paper; and, if not, whether he will take steps to put an end to this exploitation of restrictions imposed by his Department?
Sir A. STANLEYI have no knowledge of the circulars and articles referred to. The Paper Commission are not now empowered to limit the space allotted by the Press to advertisements; and, as at present advised, they are not proposing to take any steps in the matter.
§ Major NEWMANIf I send a copy of one of these circulars, will he read it?
§ Sir CHARLES HENRYDoes the right hon. Gentleman say that the newspapers are making immense profits in these times?
