§ Lord R. CECILI have not yet received the appeal from the Red Cross. His Majesty's Government propose to consult with their Allies as to the action to be taken conjointly in view of this appeal, and I can make no statement on the subject for the present.
§ Mr. BILLINGMay I ask whether the Noble Lord will use his influence with the War Office not to discontinue the use of gas so long as our enemies use it?
§ Lord R. CECILIt is entirely a military question.
