Is the hon. Gentleman prepared to reconsider the view stated recently to the effect that he is not prepared to control, considering the amount of paper which is wasted daily in advertising non-essentials and encouraging people to buy, which involves extra labour and extravagance?

The question of dealing with paper has been referred to a Royal Commission,

Are we to understand that the Royal Commission is to make a Report, arid, if so, when is it expected?
