asked the Undersecretary of State for War (1) whether, in view of the number of officers of small means now employed in the Army, the cost of equipment and re-equipment, and the difficulty of obtaining supplies, he will consider the possibility and desirability of the Royal Army Clothing Department undertaking the supply of officers' clothing and necessaries; and whether, in view of the urgency of the matter, he can undertake that it will be promptly dealt with; (2) whether, with a view to lessening the expenses of officers of small means and avoiding waste, the Royal Army Clothing Department can undertake to receive and give fair value for officers' clothing and equipment discarded on account of transfer from one branch to another of the Service or for other reasons?
