asked the Secretary of State for Foreign Affairs whether he has read the speech made in December, 1917, at the Philharmonic Hall, Berlin, by Dr. Solf, German Colonial Minister; whether he is aware that it contains remarkable admissions and suggestions pointing to a possible settlement of African questions; and whether he will arrange for a translation of the whole of this speech to be placed in the Library?

The answers to parts one and three of the question are in the affirmative. The suggestion in part two is a matter of opinion.
