47. Mr. LYNCH

asked the Prime Minister whether he will make a statement as to the nature of the negotiations between General Smuts and an Austrian representative in Switzerland; whether the required military preparations on the Western Front were prejudiced by carrying on these negotiations; who in the War Cabinet was responsible for the policy of separate negotiations with Austria; and whether the member or members responsible will continue to hold office in the War Cabinet?

I cannot add anything to what was said on this subject by my right hon. Friend the Foreign Secretary on the 13th of February.

Mr. LYNCH

Is this not simply Lord Milner's policy, and is the right hon. Gentleman not using General Smuts in a most disadvantageous way?

Mr. SPEAKER

The hon. Gentleman seizes these opportunities to ask very controversial questions to which he knows no answer can be given within the limits of a question and answer.
