asked the Under-Secretary of State for War whether it is now the practice to press upon soldiers to take War Savings Certificates in lieu of pay when back pay is being settled up; whether further delays occur on soldiers declining to accept these certificates; and whether this is being done at the orders or with the sanction of the Army Council?

The UNDER-SECRETARY of STATE for WAR (Mr. Macpherson)

Soldiers are encouraged to invest in War Saving; Certificates, and are given facilities for so doing, but there is no foundation for the suggestion made in the latter part of the question.
