HC Deb 09 April 1918 vol 104 c1319
28. Commander BELLAIRS

asked the First Lord of the Admiralty whether he can state the amount of the Allied, Russian, and Roumanian tonnage in the Black Sea; and whether this tonnage, which is not available for war purposes to the Allies, is included in the 31,500,000 tons which remains to the British, Allies, and neutrals?

Dr. MACNAMARA

The tonnage referred to in my hon. and gallant Friend's question was included in the 33,000,000 ocean-going tonnage (other than enemy) estimated as being afloat in August, 1914. The amount is small in relation to the total figures, but it would not be in the public interest to state the precise amount.
